Q: Is the police chief's contract a public record? Can a municipality discuss the police chief in executive session?
A: Yes, the contract is a public record. Personnel matters relating to individual employees may be discussed behind closed doors, but the employee at issue has the right to request that the discussion be held at an open meeting. If such a request is made, the municipality should comply.
