FAS-FAX: Erie Times-News placed in top 10 circulation performers
While many papers that reported declining circulation for the six months ending September 2008, others showed increases. In fact, the Erie Times-News' circulation was up almost 2 percent, making it one of the top 10 daily newspapers with a circulation gain.

We are proud to announce the recipients of the Bill Northrop Freedom of Information Award, Benjamin Franklin Award for Excellence and Lifetime Achievement Award. These awards were conferred on Oct. 23, during the PNA's Annual Dinner, held in conjunction with Annual Convention at The Omni William Penn Hotel in Pittsburgh.

Sen. Pileggi honored with PNA Bill Northrop Freedom of Information Award
Senate Majority Leader Dominic F. Pileggi has been awarded the PNA's Bill Northrop Freedom of Information Award. The award was presented to Sen. Pileggi in recognition of his sponsorship of Act 3-2008, the Right to Know Law, signed by Gov. Edward G. Rendell on Feb. 14, 2008. This law replaced Pennsylvania's much-criticized 1957 act, widely considered one of the worst in the nation.

Blaine earns PNA Benjamin Franklin Award for Excellence
James G. Blaine has been awarded the PNA's 2008 Benjamin Franklin Award for Excellence. Blaine is being honored for his work as editor of passopenrecords.org, a blog sponsored by the PNA, aimed at bringing open records reform to the state. From March 2007 through April 2008, passopenrecords.org became a go-to place for open records issues. Its audience increased every week, and the number of hits increased even after the legislation was signed into law.

Beihoff, Lynett recognized with PNA Lifetime Achievement Award
David Beihoff and Edward J. Lynett Jr. have been awarded the PNA's 2008 Lifetime Achievement Award. They have been honored because of their track records of excellence and service to newspapers and journalism. Beihoff and Lynett were also both very active in the PNA.

Capitol Notes: The silence before Election Day
The halls of the capitol are quiet these last few days before Nov. 4. You can almost sense the outward focus of attention -- elections around the state, the economy, presidential candidate visits and let’s not forget the World Series. There’s a steady undercurrent, though, of bad fiscal news and declining revenues. By all reports, the city of Philadelphia is also looking at a big budget shortfall. Do we have a sense of how Mayor Nutter plans to address that looming multi-million dollar budget deficit? Turns out that at least a quorum of City Council members have discussed it with him -- behind closed doors. The Philadelphia Inquirer calls it like it sees it to make sure the public knows what’s going on -- and what it doesn’t know.

New federal regulation requires media to wear safety vests on highways
The U.S. Department of Transportation Federal Highway Administration (FHWA) has issued new requirements that it interprets as requiring the media to wear high visibility safety vests when covering incidents on public highways, effective Nov. 24, 2008. The PNA is researching the best prices on these vests and is also willing to make a group purchase to make things easier on you. Get more details:

The 2009 Keystone Press Awards contest rules and entry cards are being mailed this week. Deadline to enter is Friday, Jan. 23, 2009. This year the awards banquet will be held at the 2009 Pennsylvania Press Conference at the Wyndham in Gettysburg on May 30, 2009. Materials will be posted online shortly.

3Q: Newspapers draw 41% of U.S. Internet users
Can it be? Newspaper Web sites attracted a record 68.3 million unique visitors in the third quarter of 2008 -- equal to 41.4 percent of all American Internet users. According to the Newspaper Association of America, it's true. It also seems that newspaper Web sites have set records for number of visitors per month, page views, pages viewed per person, duration of visits and visits per person. So maybe the news about the industry isn't all bad.

1998-2008: An industry transforms
Newspapers & Technology takes a look back at the last 20 years in the newspaper industry.
